Croatia is already facing infringement proceedings for failing to implement the EU Renewable Energy Directives (RED II and RED III), which are not just \u201cpaper targets\u201d but a key mechanism for ensuring energy security and independence \u2013 matters of strategic importance for Croatia and its citizens.<\/p>\n<p data-start=\"1067\" data-end=\"1382\">The signatories are urging the European Commission to use all available instruments and call on the Croatian Government to take immediate action: adopt a <strong data-start=\"1221\" data-end=\"1251\">0 \u20ac\/kW grid connection fee<\/strong>, open the <strong data-start=\"1262\" data-end=\"1282\">balancing market<\/strong> to renewable producers, and integrate <strong data-start=\"1321\" data-end=\"1359\">electrification and energy storage<\/strong> into national plans.<\/p>\n<p data-start=\"1384\" data-end=\"2180\">At present, <strong data-start=\"1396\" data-end=\"1446\">60 projects with a combined capacity of 3.5 GW<\/strong> (solar, wind, geothermal and battery storage) worth over <strong data-start=\"1504\" data-end=\"1518\">\u20ac3 billion<\/strong> are blocked. Investors have already paid <strong data-start=\"1560\" data-end=\"1575\">\u20ac25 million<\/strong> to the state in energy permits \u2013 the first in a costly series of required documents \u2013 which will start expiring by the end of this year due to the ongoing stalemate. As a result, projects risk losing their investments irreversibly, while local communities will lose out on significant revenues they would have received from their realization. At the same time, Croatian industry is being deprived of the opportunity to sign long-term power purchase agreements (PPAs) with renewable producers that would secure more competitive energy prices and strengthen their position on European and global markets.<\/p>\n<hr data-start=\"2182\" data-end=\"2185\" \/>\n<h3 data-start=\"2187\" data-end=\"2251\">Grid connection fees \u2013 the bottleneck blocking investments<\/h3>\n<p data-start=\"2253\" data-end=\"2646\">The development of new projects larger than 10 MW has been frozen since 2022 because <strong>HERA<\/strong> (Croatian Energy Regulatory Agency) has not adopted a unit price for connection to the transmission grid. Instead, <strong>HOPS<\/strong> (Croatian Transmission System Operator) is attempting to shift the costs of grid modernization \u2013 planned more than a decade ago and unrelated to new projects \u2013 onto renewable energy developers. This inflates project costs by 30\u201340%, rendering them unviable.<\/p>\n<p data-start=\"2648\" data-end=\"3286\">Such a financing model is not in line with European practice, where <strong data-start=\"2716\" data-end=\"2781\">80% of EU Member States rely on EU funds and national budgets<\/strong>, not project developers. Earlier this year, the Minister of Economy announced a <strong data-start=\"2862\" data-end=\"2887\">0 \u20ac\/kW connection fee<\/strong> and flexible contracts to stimulate investment in battery storage, but this promise has not yet been fulfilled. Without urgent action, as much as <strong data-start=\"3034\" data-end=\"3084\">2.5 GW of projects will be abandoned next week<\/strong> once developers receive HOPS\u2019s decisions with unrealistic cost allocations \u2013 forcing companies to withdraw from Croatia and jeopardizing investments that could have permanently lowered energy prices.<\/p>\n<hr data-start=\"3288\" data-end=\"3291\" \/>\n<h3 data-start=\"3293\" data-end=\"3356\">Dysfunctional balancing market and missed electrification<\/h3>\n<p data-start=\"3358\" data-end=\"3700\">Croatia\u2019s balancing market is currently dysfunctional. HEP Proizvodnja, a subsidiary of the state-owned HEP Group, is in practice the sole provider of balancing services. At the same time, HOPS \u2013 responsible for securing a competitive balancing market \u2013 is also state-owned, creating a clear conflict of interest and distorting competition.<\/p>\n<p data-start=\"3702\" data-end=\"4070\">Although solar and wind power plants are technically capable of providing balancing services, they are excluded from participation. As a result, HOPS frequently activates extremely costly services at maximum prices, even during hours of high renewable generation. This practice violates EU principles that balancing services must reflect the operator\u2019s actual costs.<\/p>\n<p data-start=\"4072\" data-end=\"4473\">Moreover, Croatia lacks a serious electrification plan. In 2022, the share of renewable energy in transport stood at just <strong data-start=\"4194\" data-end=\"4202\">2.4%<\/strong> \u2013 with only <strong data-start=\"4215\" data-end=\"4250\">0.2% from renewable electricity<\/strong> \u2013 while the 2030 target is <strong data-start=\"4285\" data-end=\"4293\">5.8%<\/strong>, far below EU ambition.
